Rules Proposal 24.2: League Applications

In an effort to formalize the process and also support the league's ability to make the best decisions, I've added a section in the Rules Book. Look it over and share your thoughts if you have any. This is just a first draft of what will hopefully become a formal process which results in the best candidates being selected.
