Rule 22.4 No Franchise Player to be added to the rules
I think as a league we already covered this at least a couple of times, and did approve it, but it isn't in the written tome of rules. Unless someone objects, I'm going to scribe it to the tome.
Here is the rule:
"When this takes place, the team without a Franchise Player would get a substitute bonus pick between the end of Round 2 and the beginning of Round 3.
Only a team in desperate straights would choose to go down this road, but in the rare case where this is warranted it would only be done if a team truly lacks top player talent. The team in question would not be gaining any advantage over other teams, as in effect they are choosing to forego a Franchise Player and instead get a replacement sometime after Pick #36 (36 players are signed before this alternate pick would take place)."
In what was considered a shoo-in rule, Rules Proposal 22.4 was surprisingly denied by a legislative vote of 6 Nay, 5 Yay, and 1 Abstain. Teams need to have a traditional franchise player.
