"For the first seven (7) days of the auction, all teams are required to nominate the requisite number of players each day. Each day where there is a failure to do so will result in a loss of 20CP from their regular season bank account."
This is a very harsh penalty, so it should underscore the importance for everyone to be ready for the auction. Get yer game face on, cuz winter is here."

*WHISTLE* Flag on the field!
Both the Cougs and the Chamber failed to nomination anyone twice each during the first seven days of the auction. As per the widely declared Rule 16.1, this results in 20CP penalty for each violation. I'm sorry, Cougs and Chamber, but this does mean a 40CP hit.
That being said, I was hoping that the magnitude of this rule would mean that everyone would nominate regularly and that it would never have to be applied. Much less twice. The 40% overall hit to one's season long bank account is too steep, I believe. At least for this first year with this rule.
This case was auto-appealed to the District Court of Football Justice, and they have ruled for a 20% loss of the season bank account and for Midgard to consider reducing it to a 10CP penalty for each such offense starting in 2018.

That sounds fair.
We don't want to cripple a team at the beginning of the season.
