2007 Proposed Bill RG5538: The Rookie Protection Act

| Starting with the 2007 Draft, any rookies that are drafted will retain their Rookie Clause when traded to another team. The rookie must have been drafted and can never have been waived. The Rookie Clause can remain in effect for unlimited trades, as long as they were never a free agent. |
