When's franchise designation day? Rules page seems to be gone

Is is July 15? is it six weeks before draft day? can we make it today? i really want to know who everyone's keeping. we all know that Keith is keeping Brett Favre and Forrest is sticking with Kerry Collins again, but who's everyone else keeping. i can't wait to find out. Football!!
