Rules Proposal 22.3: Expanding the Rookie Rule
It's proposed that we expand the Rookie Rule to include rookies picked up through Free Agency, if done before Week 4's Sunday kickoff.
This idea has been brought up from time to time, and we've always taken the conservative approach and kept the Rookie Rule as it's always been, where it would only apply to rookies taken in the draft.
I've historically argued to keep it as is, because I wanted the draft to be an enticing time to pick up rookies. But it seems to me that allowing a window for free agents to be qualified for the Rookie Rule has advantages and no disadvantages. Teams will still be incentivized to draft rookies.
And by allowing a window of free agent rookies to be qualified for the Rookie Rule, we may give more opportunities for less powerful teams to improve their future rosters.

I don't see the downside. There are always those rookies that aren't on anyone's radar that explode out of nowhere. More options are better!

22.3 ????
I would like to hear some of the ideas before voting up or down. Does the player need to be on the roster before week 3, 7 or 15? Does a free agent rookie have the same protection of 24 picks as drafted rooks or is it reduced? I guess I'm just asking for a little clarity.

How about these nuances?
* Free Agent Rookies must be on a roster before Week 4 Sunday kickoff
* Free Agent Rookies must stay on the roster for the entire season
* Free Agent Rookies cannot have their rookie contracts traded (unlike Drafted Rookies)
* Free Agent Rookies have a protection level of 12 slots (vs 24 slots for Drafted Rookies)
I like the idea of these rookies not being as strong as ones acquired through our draft. I also like taking an incremental approach. We don't want to knock over the apple cart.

The new rookie rules seem reasonable. I always like expanding the value of available players.

With the first version of this expanded rule, these are the OFFICIAL parameters:
* Free Agent Rookies must be on a roster before Week 4 Sunday kickoff
* Free Agent Rookies must stay on the roster for the entire season
* Free Agent Rookies cannot have their rookie contracts traded (unlike Drafted Rookies)
* Free Agent Rookies have a protection level of 12 slots (vs 24 slots for Drafted Rookies)
