Rules Proposal 19.2 Declaring No Franchise Player
Looking back through the archives, in 2010 it was proposed and seemed to be accepted but it is not in the rules book.
"When this takes place, the team without a Franchise Player would get a substitute bonus pick between the end of Round 2 and the beginning of Round 3.
Only a team in desperate straights would choose to go down this road, but in the rare case where this is warranted it would only be done if a team truly lacks top player talent. The team in question would not be gaining any advantage over other teams, as in effect they are choosing to forego a Franchise Player and instead get a replacement sometime after Pick #36 (36 players are signed before this alternate pick would take place)."

While the all the candidates scratch out their niche in their respective parties camps. Exciting all of the electorate about their views on every issue that doesn't really matter. What does matter is that even if you are a zealot conservative or the most progressive of liberals, or any of the minutia in between? You as a literate, free thinking voter, not be satisfied with two milk toast options that the shadow government gives us as "options". This is why I implore nay insist that you pick the third option of, non of the above.

19.2 is officially approved
Democracy has stated that the anarchists can go fuck themselves. But the bright side is that you can now officially DECLARE *NO* FRANCHISE PLAYER if you so wish. It is now written in Element 115 (Ununpentium). And stone.
