Rules Proposal 14.5: New Franchise Player Option
It is proposed that we account for the scenario where a team does not want to keep any player as their Franchise Player. When this takes place, the team without a Franchise Player would get a substitute bonus pick between the end of Round 2 and the beginning of Round 3.
Only a team in desperate straights would choose to go down this road, but in the rare case where this is warranted it would only be done if a team truly lacks top player talent. The team in question would not be gaining any advantage over other teams, as in effect they are choosing to forego a Franchise Player and instead get a replacement sometime after Pick #36 (36 players are signed before this alternate pick would take place).

Official Vote: No Franchise Option
Greetings Fellas! Let's get this thing cranked up...
It's officially proposed that starting in this 2010 season we allow a team owner to select NO Franchise Player if they deem their team to be that poor. When this is the case, that team will keep no players and instead will receive a compensatory pick between the end of Round 2 and the beginning of Round 3. This effectively means that this team will swap out a traditional Franchise Player and will instead receive a player outside of the first 36 players taken.

Just wondering
How would this be handled if multiple owners don't want to keep a franchise player? Would they choose in order of their finish the previous season?
