    Rules Proposal 14.4: New Rookie Rule
    This is probably the one 2010 rule proposal that excites me the most. It addresses the limitations inherent in our very cool Rookie Rule, and it effectively opens up that rookie consideration for other positions besides RB.

    Currently, it is only practical to apply the Rookie Rule to RB's, as historically the other positions are drafted in the later rounds. Only the elite few seasoned QB's are even considered in the first two rounds of the Ragnarok Draft, and the same goes for the WR position. Those precious high draft slots are never worth using on unproven but talented youngsters.

    In order to open up the rule to apply to any position, we would simply allow the owner to state the value of the player in terms of which Round will be utilized to keep that player. The declaring team would then have exclusive rights to that player for that draft slot and the previous 22 draft picks - no other team can pick that player when the draft is within that window. However, any team CAN draft that player if they wish to do so before that window begins.

    For example, let's say that Zach wants to tag Percy Harvin with the Rookie Rule. In our current system, this makes no sense because he can probably pick up Percy after Round 5 (why give up a 2nd Round pick?). With the new system, this is how it would work:

    A) Percy is tagged with the Rookie Rule, and Zach states that he is going to keep him in the 5th Round (Pick #59 overall).

    B) For Picks #37-#58, no other team can draft Percy.

    C) When Pick #59 comes around (Zach's 11th pick in Round 5), Zach is committed to take Percy.

    D) Any other team CAN draft Percy, but the latest he could be taken would be Pick #36 which is Round 3, 12th pick.

    So it is up to Zach to declare where he think's Percy's draft value is, not just in terms of any generic Average Draft Position but more importantly in terms of how he appraises Percy's value both absolutely and also in respect to our league. If Zach doesn't think Percy is worth his 4th Round pick and some other team wants to take him in the 3rd Round, that's A-OK by Zach. But if he values him correctly, he'll be able to have exclusive rights on the rookie that he had drafted in the previous season.

    New rookie rule
    I suppose it makes sense, but seems like an awful lot to keep up with. I can see this slowing down my tequila consumption!
